先安排重要稿件，后安排次要稿件。

先安排以比较方整的形式出现的稿件、图片，再安排其他稿件。
四、手抄报的美化过程
文章抄写完毕后，将整个版面美化。这个过程是手抄报版面出效果的关键过程。也是我们美术绘画的相当于统一调整阶段。手抄报可以是黑白的，也可是彩色的。可以是综合性的，也可以专题性的。专题性的手抄报是比较常见的，它是为了配合某项活动、某个纪念日而举办的。如“国庆专刊”、庆祝五一“学雷锋”等。像学校的艺术节、读书节等。手抄报的制作设计与黑板报制作设计要求和步骤大体是相同的。
